Rewards to foreign agents from the use of the results of their intellectual activity will be credited to a special ruble account, from which withdrawals can be made only after removing the status of foreign agent. On December 17, the State Duma unanimously passed the corresponding bill in the second and third readings.
By amending the second reading of the document, the parliamentarians extended this rule to payments received by foreign agents from the transfer and leasing of transport means and real estate, as well as their deposit interest rates and dividends. If the foreign agent does not open a special account himself, then according to the document, the person transferring money to the foreign agent will be obliged to do so.
Another amendment adopted during the second reading clarifies that funds are deducted from a special account to fulfill the obligations of foreign authorities in case of collection of these funds into the system budget budget of the Russian Federation and in other cases prescribed by the Russian Federation. Government.
Payments not transferred to foreign agents on the date of entry into force of this law, including for violations of the deadline for performance of obligations to foreign agents, will also have to be deposited in a special ruble account.
“The law passed will prohibit scoundrels from enriching themselves at the expense of the people and country they have betrayed. The money earned in Russia should not be used to fight it,” Vyacheslav Volodin emphasized on his social network page.
The law will enter into force on March 1, 2025. Its authors are 429 State Duma deputies, including State Duma Chairman Vyacheslav Volodin and leaders of Duma factions.
