The Hong Kong Special Administrative Region Government today issued a notice to the Consulate General of Finland to suspend the agreement on the surrender of fugitive offenders.
It took the action in accordance with the Central People’s Government’s instruction, noting that it is an international practice to safeguard national security through enactment of laws.
The Hong Kong SAR Government pointed out that Finland has put in place the relevant law but has unilaterally suspended the implementation of the surrender of fugitive offenders agreement with the Hong Kong SAR, using the enactment of the National Security Law in the city as an excuse.
Such a move is an open interference in China’s internal affairs and a violation of international law and basic norms governing international relations.
The Hong Kong SAR Government firmly objected to Finland’s move, adding that the country has politicised juridical co-operation and damaged the basis of juridical co-operation between Hong Kong and Finland.
The agreement between Hong Kong and Finland entered into force in August 2013.
