The Government has appointed Mr Heng Aik Yeow as Singapore’s next High Commissioner to Brunei Darussalam and Ms Chua Kheng Yeng Jennie as Singapore’s Non-Resident Ambassador to the Kingdom of Spain. 

 

            Mr Heng joined the Singapore Foreign Service in 2002. His Director-General appointments at the Foreign Ministry include the South Asia and Sub-Saharan Africa Directorate, the Technical Cooperation Directorate overseeing the Singapore Cooperation Programme, and the Americas Directorate. During this period, Mr Heng served concurrently as Press Secretary to Emeritus Senior Minister Goh Chok Tong, and Director (Special Duties) in the Ministry of Communications and Information from 2014 to 2019. He was also Principal Private Secretary to Senior Minister and Coordinating Minister for National Security Professor S Jayakumar in the Prime Minister’s Office from 2009 to 2010. Mr Heng served overseas at the Singapore Embassy in Washington DC and the Singapore High Commission in Kuala Lumpur.

 

Mr Heng graduated from the Nanyang Technological University and holds a Master in Public Administration from Harvard Kennedy School. He is married to Mdm Lee Li-Shyen and they have three children.

 

Ms Chua served as Singapore’s Non-Resident Ambassador to the United Mexican States from 2013 to 2020, and as Non-Resident Ambassador to the Slovak Republic from 2006 to 2014. 

 

Ms Chua is presently Chairman of Vanguard Healthcare Pte Ltd, the Singapore Film Commission, and the Woodlands Health Campus. She is also Chairman of The RICE Company Ltd, a not-for-profit organisation, and Deputy Chairman of Temasek Foundation International. 

 

Ms Chua is a Board Director of Ministry of Health Holdings Pte Ltd, MOH Holdings Healthcare Infrastructure and Planning Committee, Pro-chancellor of the Nanyang Technological University, Board Member of National Gallery Singapore, and Advisor to the Community Chest of Singapore. She is a Director of three entities listed on the Singapore Stock Exchange – GL Ltd, GuocoLand Ltd and Far East Orchard Ltd.

 

For her distinguished service to Singapore, Ms Chua was awarded the Public Administration Medal (Silver) in 1984, the Public Service Medal in 2004, the Public Service Star in 2008 and the Meritorious Service Medal in 2014. She is also a Justice of the Peace of the Republic of Singapore.

MR HENG AIK YOW

HIGH COMMISSIONER TO BRUNEI DARUSSALAM

  

Mr Heng Aik Yeow was Director-General of the South Asia and Sub-Saharan Africa Directorate in the Ministry of Foreign Affairs from October 2018 to October 2020. He was concurrently Director-General of the Americas Directorate from January to May 2020. Prior to this appointment, he was Director-General of Technical Cooperation Directorate from March 2014 to September 2018 where he oversaw the Singapore Cooperation Programme that extends development assistance to other developing countries. 

 

Mr Heng joined the Ministry of Foreign Affairs in 2002. He has served overseas as Deputy Chief of Mission at the Singapore Embassy in Washington from 2011 to 2014, and as First Secretary at the Singapore High Commission in Kuala Lumpur from 2005 to 2009. 

Mr Heng took on external concurrent assignments as Press Secretary to former Prime Minister Goh Chok Tong, and Director (Special Duties) in the Ministry of Communications and Information from 2014 to 2019. He was also Principal Private Secretary to the Senior Minister and Coordinating Minister for National Security Professor S Jayakumar in the Prime Minister’s Office from 2009 to 2010. 

Mr Heng graduated from the Nanyang Technological University with a Bachelor of Accountancy in 2000. He is a Mason Fellow with a Master in Public Administration from Harvard University, United States of America, in 2011. 

Mr Heng is married to Mdm Lee Li-Shyen and they have three children.

MS CHUA KHENG YENG JENNIE

NON-RESIDENT AMBASSADOR TO THE KINGDOM OF SPAIN

 

Ms Chua Kheng Yeng Jennie served as Singapore’s Non-Resident Ambassador to the United Mexican States from March 2013 to October 2020.  She was Non-Resident Ambassador to the Slovak Republic from July 2006 to January 2014.  

 

She is presently Chairman of several organisations including Vanguard Healthcare Pte Ltd, the Singapore Film Commission, and the Woodlands Health Campus. She is also Deputy Chairman of the Temasek Foundation International.

 

Ms Chua is a Board Director of Ministry of Health Holdings Pte Ltd, MOH Holdings Healthcare Infrastructure and Planning Committee, Pro-chancellor of the Nanyang Technological University, Singapore, Board Member of National Gallery Singapore, and Advisor to the Community Chest of Singapore.

Ms Chua is a Director of three entities listed on the Singapore Stock Exchange – GL Ltd, GuocoLand Ltd and Far East Orchard Ltd. She is also a Director of Beeworks Inc. and Golden Beeworks Pte Ltd. 

She is Chairman of The RICE Company Ltd, a not-for-profit organisation that seeks to build a sustainable arts ecosystem to develop and connect communities locally and around the world. 

Formerly, Ms Chua was Chairman of Community Chest, Skills Development Fund, Khoo Teck Puat Hospital, Yishun Community Hospital, Geriatric Education and Research Institute Ltd, Raffles International and International Advisory Council for Tourism and Tourism Industry Skills &Training Council. She was CEO of Raffles Holdings, Ascott Holdings Ltd, and served on the Boards of Singapore Tourism Board, SPRING Singapore, Workforce Development Agency as well as Capitaland Mall Asia Ltd.

Ms Chua was the first (and only) woman to chair the 180-year-old Singapore International Chamber of Commerce (the oldest chamber of commerce in Asia). She is also a Justice of the Peace of the Republic of Singapore.

Ms Chua has received four Singapore National Day Awards in 1984, 2004, 2008 and 2014, including the Meritorious Service Medal. 

Ms Chua holds a Bachelor of Science degree from Cornell University, New York. She has two sons and six grandchildren.
